APPELLATE PRACTICE NOTE: Appellate counsel in state court must make a full record of all impediments to meaningful appellate review, including denial of adequate briefing time and unfair page limitations. This will provide federal [habeas corpus] counsel with an argument that any procedural bars are not adequate to preclude federal review of the claims.
