Scope of Coverage: This listing of federal offenses serves two purposes. First, it contains every federal offense for which a federal model instruction exists. This includes model instructions from the 1st, 5th, 6th, 7th, 8th, 9th & 11th Circuits and the Federal Judicial Center. Second, it includes selected "non-model" offenses which are not included in any of the federal circuit model instructions but may be of special interest or importance. 

Note: It is not the purpose of this publication to simply provide another source for model instructions. Instead, it is our goal to identify issues, strategies and instructions which may not be found in some or all of the model instructions on a particular offense.
